We can't 'adopt' our way out of the over population of cats around Monroe County. This fund was set up to help FOCA with Trap Neuter Return projects of our own. If we raise enough funds this will also extend to others in their communities that want to do the work but need some extra financial support to keep their colonies from breeding.
